McClellan Business Park

Goal: To update the existing Special Planning Area (SPA) ordinance governing the reuse plan for the redevelopment of the 3200 acre former McClellan Air Force Base in North Highlands (Sacramento), California.

Challenges: To create a comprehensive SPA revision providing additional land use flexibility for the master developer while protecting the adjacent County of Sacramento redevelopment district from additional competition. Integrating new and expanded uses that addresses the regional market demands to accelerate absorption of the total 14 million square feet of entitlement.

Results: A long term working land use plan that reallocates densities and uses allowing both the master developer and County to achieve their respective goals without creating potential conflicts due to overlapping use categories. The new SPA provides the flexibility in uses while not requiring the master developer to update the governing Environmental Impact Report or the project Conditions of Approval.
